The Property Handlers only deliver/receive metadata to/from the application requesting/providing it.
That details pane is managed by the Windows Explorer itself. This pane behave this way when there are more than one column of properties, so what you can do is increase the height of the pane, (just slide the splitter just above the pane area), or, with the PDF-ShellTools manager, select less properties to show in that pane.
