Why can't I use Acrobat tools in PDF view?

I'd like to use Acrobat's tools when I'm in PDF view. I have selected Acrobat as my internal viewer, but the tools aren't available. I can always exit to Acrobat, but it would be nice to be able to use the tools such as highlight, bookmark, comment in PDF Explorer.

That's how the Acrobat plugin behaves. The same way as when embedded in a web browser.
Other readers, such as the Foxit PDF Reader or PDF-Xchange Viewer, don't have this limitation.
